Based on our experience of working closely with over 100 individuals in Colusa County over the past 4 years, including justice-involved, at-risk individuals, peers with addiction challenges, and unhoused community members, we have adopted a grading system  that is available for the public to review.

 

Colusa County Recovery gives Colusa County Health and Human Services (HHS)  a score of B- as of December 2024, out of a possible grade of A+.  CCR based the B- grade on two significate failures in 2024 to timely house two women at HIGH RISK, who were living in tents and experiencing  severe trauma and stress. Both were penalized for missing a housing appointment.

One of our peers (Anna) was denied emergency housing assistance, despite HHS having a winter shelter in Williams with vacancies. CCR confirmed these facts by phone with an HHS employee, who stated HHS shelter priorities in Williams was families at this time.

Thankfully, the calvary showed up for Anna through a hard-working source and ANNA has temporary housing for up to three months.

Our advise, to anyone working with a state and federally funded HOUSING FIRST county service: DONT MISS YOUR APPOINTMENT, and seek out other resources and nonprofits to support you.

How is Housing First different from other approaches?

Housing First does not require people experiencing homelessness to address all of their problems including behavioral health problems, or to graduate through a series of services programs before they can access housing. Housing First does not mandate participation in services either before obtaining housing or in order to retain housing. The Housing First approach views housing as the foundation for life improvement and enables access to permanent housing without prerequisites or conditions beyond those of a typical renter. Supportive services are offered to support people with housing stability and individual well-being, but participation is not required as services have been found to be more effective when a person chooses to engage.
